About the project

EU-Interreg Europe Map Europe

CHARGE is an EU-wide initiative to promote an innovative, safe and sustainable battery policy in support of the new EU Battery Regulation. As batteries are at the heart of the green transition - from storing renewable energy to powering electric vehicles - CHARGE is helping to build a low-carbon circular economy across Europe.

By bringing together key stakeholders from across the battery value chain, CHARGE supports smarter regional and interregional policy development. The project brings together policy makers, companies and research institutes to foster innovation, improve recycling and reuse practices and accelerate market access for new battery technologies.

CHARGE focuses on promoting interregional learning and cooperation. It helps regions to share best practices, solve local energy and mobility problems and strengthen their capacity to innovate and comply with EU regulations. Whether it's reducing emissions through green logistics or enabling a circular battery economy, CHARGE empowers regions to lead the way.

Legal background

Article 11(2) of Regulation (EU) 2023/1542 sets out exemptions from the removability and replaceability requirements for portable batteries contained in products.

A further regulation was issued by the European Commission on March 21, 2025 and supplements the Battery Regulation (EU) 2023/1542. It sets out binding methods for calculating and verifying the recycling efficiency and recovery of materials from waste batteries. It also defines the formats for the required documentation. The regulation is applicable throughout the EU.

The aim is to strengthen the circular economy in the battery sector, ensure high quality in material recovery and, in particular, take into account important critical and strategic raw materials. At the same time, the aim is to ensure a level playing field for recyclers throughout Europe and create legal certainty.

Interregional cooperation

Learning visits are carried out in the partner regions over the course of the project. Intermediaries and stakeholders in the field of battery recycling will be networked and informed about current developments. In this way, all partners can benefit from developments and know-how in other European countries.
